Subject: [PATCH] docker: ship bin/monitor in the image

.dockerignore left out all of bin/, which only held bin/test until now.
The asxpio-monitor container runs bin/monitor from the image and
crash-looped with "No such file or directory -- bin/monitor". Exclude
just bin/test.
